FORT WALTON BEACH — The question of who fired the shots that killed two black bears in Ralph Ward’s yard will be debated in front of a judge, not a jury, if the criminal case against him makes it to trial.

A first-degree misdemeanor charge of illegally discharging a firearm was dropped at a court hearing Wednesday, and Assistant State Attorney Ginger Madden announced she would not seek jail time for Ward, according to his attorney, Glenn Swiatek.
